Indian River County Public Works Department

Description: The Indian River Public Works department is the management center for planning and implementing engineering design, construction, and maintenance programs within the Engineering, Traffic Engineering, Coastal Engineering, Capital Projects, Parks Maintenance, Fleet Management, Storm Water and Road and Bridge divisions. The function of the Public Works Department is to provide a complete infrastructure for transportation, parks, beaches, and storm water systems within Indian River County, as well as meeting the fleet management needs of all County departments.

Roles and Responsibilities:

Incident Management (Traffic and Maintenance) for Southeast Florida Regional ITS Architecture - FDOT Districts 4 and 6
• Adjust signal timing patterns in response to incidents.
• Perform network surveillance for incident detection and verification, and send traffic/incident information and traffic images to local and county public safety agencies and EOCs.
• Coordinate incident response for incidents on or adjacent to county-owned roadways with public works departments, public safety agencies, and EOCs in surrounding counties and municipalities, including response for scheduled events.
• Provide incident information to other traffic management and public safety agencies.
• Coordinate maintenance resource response to incidents on county-owned roadways with county and local public safety agencies.
• Provide incident information to travelers via traffic information devices on county-owned roadways (e.g., DMS and HAR equipment), and through local ISPs and Web sites.
• Provide maintenance resources in response to incidents on county-operated arterials.

Indian River County Adaptive Signal System Roles and Responsibilities
• Operate traffic signal systems on county-owned arterials, as well as some municipal arterials.
• Collect traffic data from the traffic signal system sensors.

Indian River County ITS Integration Roles and Responsibilities
• Operate traffic signal systems on county-owned arterials, as well as some municipal arterials.
• Collect traffic data from the traffic signal system sensors.
• Receive Amber Alert and other wide area alert information from the county EOC/warning point.
• Coordinate emergency plans, incident responses, and resources with the county EOC/warning points.
• Coordinate evacuation and re-entry plans with the county EOC/warning point.
• Coordinate HRI signal adjustments.
• Provide signal preemption for emergency vehicles.
• Provide signal priority for transit vehicles.
• Provide traffic and road network information to local transit agencies, including Indian River Community Coach.
• Interconnect with City of Port St. Lucie and City of Fort Pierce traffic signal systems.
• Provide traffic information to travelers using Indian River County DMS devices.
• Provide traffic information to travelers via the county public information system, private companies, Florida 511, and the media.

Indian River County Travel Time Detection Roles and Responsibilities
• Collect traffic data from the traffic signal system sensors.
