Definition:
Within the District there are both closed loop signal systems and independent signals, however, central traffic control is able to communicate and monitor all traffic signals within the District. The Richmond District Signal System is responsible for controlling signals in the 14 counties in the Richmond District. The signals in the 14 counties will be shared control between the District Traffic Engineering and the TOC. The TOC primarily taking control in emergency situations.
