An entity is defined in the Architecture Reference for Cooperative and Intelligent Transportation (ARC-IT) as either a subsystem or terminator. Subsystems are internal to the ITS architecture whereas terminators are at the boundary of the ITS architecture. The groupings below contain the subsystems first followed by the terminators.
