Definition:
The VDOT Southwest Region Operations (SWRO) Traffic Operations Center (TOC) / Advanced Traffic Management System (ATMS) is a nerve center of an integrated system of advanced technologies including computer software, traffic cameras, ramp meters. From the VDOT SWRO TOC/ATMS, VDOT monitors and manages traffic, recognizes and responds to incidents, and instantly delivers information to motorists. VDOT SWRO TOC/ATMS is responsible for monitoring and managing traffic in Southwestern Regional Operations area.

TMC Incident Detection
- The center shall collect and store traffic flow and image data from the field equipment to detect and verify incidents.
- The center shall provide video and traffic sensor control commands to the field equipment to detect and verify incidents.
- The center shall provide road network conditions and traffic images to emergency management centers to support the detection, verification, and classification of incidents.
- The center shall receive inputs from the Alerting and Advisory System concerning the possibility or occurrence of severe weather, terrorist activity, or other major emergency, including information provided by the Emergency Alert System.
- The center shall remotely control systems to manage use of the freeways, including ramp, interchange, and mainline metering.
