10.1.4: Support Center Ad Hoc Messaging

This process shall support an ad hoc messaging capability whereby center-based applications communicate data in a proprietary format to vehicle-based functions. This process shall provide a mechanism for centers to transmit the message configuration information available. Once the vehicles acknowledge that they support the types of application messages available then this process shall send the messages in the defined format.
