9.3.3.5: Manage Speeds at Roadside
This process shall be responsible for monitoring the speeds of vehicles, forwarding the optimal speed limit by lane, and providing data to vehicles when speed limits have been adjusted to create more uniform speeds and increase safety. The process shall receive inputs from devices that monitor the speed of individual vehicles as well as from devices that monitor the speed of the flow of traffic as well as roadside environmental conditions. The process shall assess, using the environmental conditions as an input, whether the speed exceeds the speed limit (such as in a work zone) or is excessive given the environmental conditions. The process shall pass speed measurements, variable speed limits, and other advisory information to other processes that are in-vehicle. The process shall receive the safe speed threshold parameters based on environmental conditions, traffic conditions, and vehicle characteristics to determine whether speed advisories should be issued. The process shall notify the centralized managing processes of the status of the process along with the current messages being output to nearby vehicles.
