Project Functional Requirements (Element - Functional Object):

• Manatee County Field Equipment - Roadway Basic Surveillance
• 1: The field element shall collect, process, digitize, and send traffic sensor data (speed, volume, and occupancy) to the center for further analysis and storage, under center control.


• Manatee County Field Equipment - Roadway Passive Monitoring
• 1: The field element shall collect, process, and send data to the center to uniquely identify passing vehicles in order to support travel time measurement


• Manatee-Sarasota Regional Traffic Management Center - TMC Basic Surveillance
• 1: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.
• 5: The center shall respond to control data from center personnel regarding sensor and surveillance data collection, analysis, storage, and distribution.
• 7: The center shall remotely control devices to detect traffic.


• Manatee-Sarasota Regional Traffic Management Center - TMC Passive Surveillance
• 1: The center shall collect time stamped vehicle identities from field equipment.

Project Operational Concepts:

Roles and Responsibilities

• Manatee County Public Works Department
• Monitor traffic images and traffic flow data through CCTVs and field sensors, and maintain operational control of its own field equipment.


• Manatee County Area Traffic Agencies
• Coordinate traffic information and traffic control with county and local traffic systems; the Florida Department of Transportation (FDOT); and other southwest Florida TMCs.
