Project Functional Requirements (Element - Functional Object):
  -
Manatee County Field Equipment - Roadway Basic Surveillance

    -
1: The field element shall collect, process, digitize, and send traffic sensor data (speed, volume, and occupancy) to the center for further analysis and storage, under center control.

-
2: The field element shall collect, process, and send traffic images to the center for further analysis and distribution.

  -
Manatee County Field Equipment - Roadway Passive Monitoring

    -
1: The field element shall collect, process, and send data to the center to uniquely identify passing vehicles in order to support travel time measurement

  -
Manatee-Sarasota Regional Traffic Management Center - TMC Basic Surveillance

    -
1: The center shall monitor, analyze, and store traffic sensor data (speed, volume, occupancy) collected from field elements under remote control of the center.

-
4: The center shall distribute road network conditions data (raw or processed) based on collected and analyzed traffic sensor and surveillance data to other centers.

-
5: The center shall respond to control data from center personnel regarding sensor and surveillance data collection, analysis, storage, and distribution.

-
7: The center shall remotely control devices to detect traffic.

  -
Manatee-Sarasota Regional Traffic Management Center - TMC Passive Surveillance

    -
1: The center shall collect time stamped vehicle identities from field equipment.

-
2: The center shall correlate the time stamped vehicle identities in order to calculate link travel times and derive other traffic measures.

Project Operational Concepts:
Roles and Responsibilities
- Manatee County Public Works Department
- Coordinate HRI signal adjustments and receive track status information (e.g., blockage) from rail operators.
- Coordinate traffic information and traffic control with the City of Bradenton; county and local TCSs; and the Sarasota County TCS.
- Monitor traffic images and traffic flow data through CCTVs and field sensors, and maintain operational control of its own field equipment.
- Operate traffic signal systems for Manatee County.
- Provide emergency signal preemption for county fire and county EMS agencies for signals at Fire/EMS stations
- Provide signal preemption for railroads.
- Manatee County Area Traffic Agencies
- Coordinate traffic information and traffic control with county and local traffic systems; the Florida Department of Transportation (FDOT); and other southwest Florida TMCs.
- Obtain traffic images and traffic flow data through closed-circuit televisions (CCTVs) and field sensors from Manatee and Sarasota counties, and the cities of Bradenton and Venice, and maintain operational control of all field equipment.
- Operate traffic signal systems in cooperation with the cities of Bradenton, Sarasota and the counties of Manatee and Sarasota.
- Provide emergency signal preemption for county fire/EMS agencies.
- Provide signal preemption for railroads.
