Allegheny County Airport Authority (ACAA)Planning and coordination of emergency management, incident management and disaster response activities at PIA. Coordination as needed with outside agencies.
City of PittsburghThe City of Pittsburgh through the joint City/County Emergency Operations Center coordinates emergency and disaster response, incident response and traffic control responses within the Allegheny County / City of Pittsburgh jurisdictions. Includes coordination with the City of Pittsburgh TMC and with outside agencies as needed. City of Pittsburgh Public Safety Offices provide law enforcement, incident response and interim traffic control, as well as first response and life services for incidents, emergencies and disasters.
CountiesTen regional counties manage emergency and disaster response, incident response and transportation system response within the county jurisdiction. Emergency and disaster response services are provided primarily through the County EMS Centers and County 911 Centers. County Offices perform the advance planning and coordination with outside agencies. Counties coordinate with cooperating response agencies including PennDOT and municipal governments. There is a joint City/County Emergency Operations Center serving the City of Pittsburgh and Allegheny County.
MunicipalitiesMunicipal offices provide planning and coordination of emergency management, incident management and disaster response activities within the local jurisdiction as well as coordination as needed with outside agencies. Local police departments manage law enforcement response and interim traffic control on local roadways. Local fire and rescue services provide first response and emergency / life services for incidents, emergencies and disasters.
PennDOT – Pittsburgh RegionThrough the Western Region TMC, monitor critical infrastructure and provide traffic response to emergencies or disasters for the region's interstate highway system.
PennDOT Central OfficesStatewide planning and coordination for emergency and disaster response. Upon completion of a statewide traffic management center, PennDOT will manage emergency and disaster activities through the new center.
PennDOT District ElevenPlanning and coordination of emergency management, incident management and disaster response strategies and/or activities on region's interstate and state highway networks in District areas. Coordinates as needed with outside agencies.
PennDOT District TenPlanning and coordination of emergency management, incident management and disaster response strategies and/or activities on region's interstate and state highway networks in District areas. Coordinates as needed with outside agencies.
PennDOT District TwelvePlanning and coordination of emergency management, incident management and disaster response strategies and/or activities on region's interstate and state highway networks in District areas. Coordinates as needed with outside agencies.
Pennsylvania Emergency Management Agency (PEMA)Coordinates state agency disaster response, including planning, response and recovery operations that support county and local government agencies in areas of civil defense and disaster mitigation. Emergency activities are supported through the PEMA Emergency Operations Center.
Pennsylvania Office of Homeland SecurityCoordinates homeland security activities with federal agencies, regional task forces, local governments and private sector partners to secure the Commonwealth against acts of terrorism. Identifies and reduces critical infrastructure vulnerabilities and collaborates with multiple partners in identifying and responding to credible threats.
Pennsylvania State Police (PSP)Provide law enforcement, incident response, and interim traffic control on the region's interstates and additional locations. Troop T provides emergency response services on the Pennsylvania Turnpike.
Pennsylvania Turnpike Commission (PTC)Planning and coordination for emergency and disaster response and resources deployment on the region's tolled highway facilities. Coordination of resources with outside agencies for emergency/disaster response on PennDOT and local facilities. Through the PTC Operations Center, coordinate freeway management, traffic surveillance, incident response, and traffic demand response strategies for the region's tolled highway facilities.
Pittsburgh Regional Transit (PRT)Planning and coordination of transit emergency management, incident management and disaster response activities within PAAC transit facilities (passenger and parking facilities, busways/tunnels, light rail/subway facilities and HOV/toll facilities). Re–route/re–schedule service as appropriate in emergency situations. Coordination as needed with outside agencies.
Regional Transit AgenciesPlanning and coordination of emergency management, incident management and disaster response activities at region transit facilities, and transit support for transportation emergency/disaster response. Re–route/re–schedule service as appropriate in emergency situations. Coordination as needed with outside agencies.
