Surface Street Management (SWPA ITS Architecture) Roles and Responsibilities

Stakeholder	Role and Responsibility
City of Pittsburgh	Future integrated corridor management: Western Region TMC, Pittsburgh TMC and Cranberry TMC.
	Traffic signal operations on City of Pittsburgh roads. Includes tunnel controls and reversible lane controls on equipped facilities.
	Regional traffic management (future): Western Region TMC, PTC Operatiuons Center, Pittsburgh TMC, Cranberry TMC and PAAC Wabash HOV Facility.
Cranberry Township	Traffic signal operations, traffic surveillance and incident detection on state/local roads in Cranberry Township, three adjoining communities.
	Regional traffic management (future): Western Region TMC, PTC Operatiuons Center, Pittsburgh TMC, Cranberry TMC and PAAC Wabash HOV Facility.
	Future integrated corridor management: Western Region TMC, Pittsburgh TMC and Cranberry TMC.
Municipalities	Traffic signal operations for state and local roads within municipal boundaries.
PennDOT – Pittsburgh Region	Through the Western Region TMC, traffic signal operations (future) and integrated corridor management (future) in select high–volume corridors.
	Through the Western Region TMC, traffic surveillance, incident detection and traffic demand management responses on heavily traveled portions of the interstate system. Includes HOV lane access, tunnel control/access and reversible lane management at select locations.
	Regional traffic management (future): Western Region TMC, PTC Operatiuons Center, Pittsburgh TMC, Cranberry TMC and PAAC Wabash HOV Facility.
PennDOT District Eleven	Traffic Engineering support for state/local transportation network in Allegheny, Beaver and Lawrence Counties.
PennDOT District Ten	Traffic Engineering support for state/local transportation network in Armstrong, Butler and Indiana Counties.
PennDOT District Twelve	Traffic Engineering support for state/local transportation network in Fayette, Greene, Washington and Westmoreland Counties.
Pennsylvania Turnpike Commission (PTC)	Regional traffic management (future): Western Region TMC, PTC Operatiuons Center, Pittsburgh TMC, Cranberry TMC and PAAC Wabash HOV Facility.
	Through the PTC Operations Center, (future) integrated corridor management in cooperation with the Western Region TMC (PennDOT), Pittsburgh TMC and Cranberry TMC.
Pittsburgh Regional Transit (PRT)	Regional traffic management (future): Western Region TMC, PTC Operatiuons Center, Pittsburgh TMC, Cranberry TMC and PAAC Wabash HOV Facility.
	Traffic management/operations for transit vehicle access to the East Busway and West Busway (Carnegie).
	Traffic management/operations for vehicle access to the Wabash HOV Facility including roadway closure and reversible lane control.
