Description: The Virginia Port Authority (VPA) is an autonomous agency of the Commonwealth of Virginia that owns the Port of Virginia. The Port of Virginia comprises three marine terminals and one intermodal container transfer facility: Norfolk International Terminals, Portsmouth Marine Terminal, Newport News Marine Terminal, and the Virginia Inland Port, an intermodal facility in Front Royal, Virginia. Virginia International Terminals, Inc. (VIT), the Virginia Port Authority's non–stock, non–profit affiliate, is responsible for operating the Port of Virginia.

- Exchange information concerning safety, credentialing, and operations of commercial vehicles between the center and the roadside check stations, across jurisdictions, with fleet operators and others who request information.

- Collect and review commercial vehicle safety and security data from the field.
- Distribute commercial vehicle safety and security information to other centers, carriers, and enforcement agencies.

- Monitor traffic sensor and surveillance systems remotely to detect and verify incidents.
- Monitor external advisory and incident reporting systems, intermodal freight depots, and border crossings for incident information.
- Report identified incidents to operations personnel and other centers.
- Formulate an incident response that takes into account the incident potential, incident impacts, and/or resources required for incident management including proposing and facilitating the dispatch of emergency response and service vehicles.
- Coordinate incident response with all appropriate cooperating agencies.
