Incident Management (SWPA ITS Architecture) Roles and Responsibilities

Allegheny County Airport Authority (ACAA)Manages operations at the Pittsburgh International Airport including management of emergency and incident response services.
City of PittsburghThrough the Pittsburgh TMC, provides network surveillance at key locations and future incident detection services, and coordination of incident response with appropriate response agencies including the City/County Emergency Operations Center. The EOC provides 911 call–taking and dispatch of the City's public safety responders (law enforcement, incident response, and emergency first responder/life services resources). Includes private towing company resources as appropriate.
CountiesThrough the County 911 Centers, responsible for receiving emergency calls from the public and facilitating incident response activities through local police departments, local fire and rescue services and private towing operators.
Cranberry TownshipThe Cranberry TMC provides network surveillance and incident detection services, and coordinates incident response with appropriate county 911 and local response agencies.
MunicipalitiesProvide law enforcement, incident response and interim traffic control on state and local roadways within the local jurisdiction and cooperating external local jurisdictions in accordance with inter–municipal support agreements. Local fire and resue services provide first response and emergency / life services for incidents, emergencies, and disasters.
PennDOT – Pittsburgh RegionThrough the Western Region TMC, PennDOT provides network surveillance and incident detection, and coordination of incident response with appropriate response agencies covering select portions of the SWPA region's freeway / interstate network. Manages Parkway Service Patrol responders on portions of interstate system.
Pennsylvania Department of Transportation (PennDOT)PennDOT's Statewide Traffic Management Center will provides support (future) for Western Region TMC incident response on the region's state highway facilities. PennDOT Central Offices coordinate incident activities/resources as needed with outside response agencies. Through PennDOT's statewide data systems (RCRS), County Maintenance Offices input incident data into the 511PA Traveler Information system.
Pennsylvania State Police (PSP)Provides law enforcement, incident response and interim traffic control on the interstate network and other state and local roadways within local jurisdictions in accordance with municipal support agreements.
Pennsylvania Turnpike Commission (PTC)Through the PTC Operations Center the Pennsylvania Turnpike Commission provides network surveillance, incident detection, receives emergency calls, and dispatches incident response units for incidents on tolled highway facilities statewide and in the SPC region. Coordinates with outside agencies as needed, and with local government service providers and private towing companies based on municipal agreements.
Pittsburgh Regional Transit (PRT)The Port Authority provides planning and incident response for PAAC transit facilities and other transit vehicle incidents. PAAC coordinates incident response through outside agencies for transit vehicle incidents on the public roadways. Transit Management responses include dispatch of replacement equipment and rescheduled trips and routes to continue transit service operations.
Private CompaniesProvides incident response towing services in accordance with inter–agency agreements with PennDOT and participating municipalities, and through separate municipal contracts.
Regional Transit AgenciesRegional Transit Agencies provide planning and incident response for local transit facilities. Regional Transit Agency Offices coordinate incident response through outside agencies for transit vehicle incidents on the public roadways. Transit Management responses include dispatch of replacement equipment and rescheduled trips and routes to continue transit service operations.
