Maintenance and Construction (SWPA ITS Architecture) Roles and Responsibilities

Allegheny County	Construction, operations and maintenance of county–owned roads and bridges and related work zone activities.
Allegheny County Airport Authority (ACAA)	Construction, operations and maintenance of roadway and parking facilities at the Pittsubrgh International Airport and related work zone activities.
City of Pittsburgh	Construction, operations and maintenance of City–owned roads and bridges and related work zone activities.
Counties	Construction, operations and maintenance of county–owned roads and bridges and related work zone activities.
Cranberry Township	Construction, operations and maintenance of township roads and bridges and related work zone activities.
Municipalities	Construction, operations and maintenance of municipal roads and bridges and related work zone activities.
PennDOT – Pittsburgh Region	Through the Western Region TMC PennDOT provides SWPA freeway (interstate highway) network management/operations including management of ITS–equipped work zones.
PennDOT District Eleven	Planning and administrative support for District construction and maintenance programs and Traffic Engineering support for the state/local transportation network. Traffic signals on the state highway network are owned and managed by the municipal government.
PennDOT District Ten	Planning and administrative support for District construction and maintenance programs and Traffic Engineering support for the state/local transportation network. Traffic signals on the state highway network are owned and managed by the municipal government.
PennDOT District Twelve	Planning and administrative support for District construction and maintenance programs and Traffic Engineering support for the state/local transportation network. Traffic signals on the state highway network are owned and managed by the municipal government.
Pennsylvania Department of Transportation (PennDOT)	Through the County Maintenance Offices supported by the PennDOT District Offices, provides construction and maintenance of state highway facilities and related work zone activities.
Pennsylvania Turnpike Commission (PTC)	Construction, operations and maintenance of PTC roads and bridges and related work zone activities.
Pittsburgh Regional Transit (PRT)	Construction, operations and maintenance of Port Authority (exclusive) busways, light–rail system, public parking garages, transit station park–n–ride lots, and transit passenger facilities including multiple major transit bridges and tunnels. Also responsible for adjusting transit routes and schedules to roadway construction & maintenance activities.
Regional Transit Agencies	Construction, operations and maintenance of transit passenger facilities and agency park–n–ride lots (select locations). Also responsible for adjusting transit routes and schedules to roadway construction & maintenance activities.
