Establish Agreements for System Consolidation and Management
Description
Establish agreements for municipalities with other municipalities, municipalities with NCDOT, and NCDOT Division to NCDOT Division to establish parameters for ownership, maintenance, and operation of ITS assets. Examples of the coverage of the agreements include management and control of assets along corridors that cross jurisdictional boundaries (municipality–municipality) and management and control of traffic signals at interchange ramps (municipality–NCDOT or municipality–Turnpike Authority). Important considerations in the agreement include payment for services, staffing requirements, ownership of hardware/software, and management of operations during special events or emergency situations.
