Stakeholders
The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Amtrak | Nationwide passenger rail organization with service throughout the United States. Amtrak is reflected in the Triangle region in order to provide an interface to make schedule information and updates available the travelers in the region. |
Archived Data Users | Users of archived data. May include USDOT, traffic management agencies, transit agencies, and transportation planners. |
CAMPO | The Capital Area Metropolitan Planning Organization (CAMPO) is the Metropolitan Planning Organization for the region and serves as the coordinating agency between local governments, NCDOT, and FHWA. |
Cary | Represents the various government departments and agencies of the Town of Cary. They also maintian signals in smaller towns like Morrisville and Apex. |
Chapel Hill | Represents the various government departments and agencies of the Town of Chapel Hill. |
CHEMTREC | CHEMTREC (CHEMical TRansportation Emergency Center) was established by the chemical industry as a public service hotline for fire fighters, law enforcement, and other emergency responders to obtain information and assistance for emergency incidents involving chemicals and hazardous materials. |
DCHC MPO | The Durham–Chapel Hill–Carrboro Metropolitan Planning Organization (DCHC–MPO) is the regional organization responsible for transportation planning for the western part of the Research Triangle area in North Carolina. |
Duke University | Represents the various departments of Duke University. This includes the Duke University Police Department and Duke Parking and Transportation Services, which provides parking facilities, buses, and shuttles, and various means of alternative transportation throughout the University and Health System. |
Durham | Represents the various government departments and agencies of the City of Durham. Durham also maintains signals in Carrboro. |
Durham County | Represents the various government departments and agencies of Durham County. |
Financial Institutions | Represents the financial institutions that the regional transportation agencies will use as part of electronic fare payment systems to reconcile payments. |
GoTriangle | A regional public transportation authority serving Durham, Orange and Wake Counties. Triangle Transit has three program areas: regional bus service, vanpool service and regional transit planning. GoTriangle operates regional bus and shuttle service, paratransit services, ride–matching and vanpools; provides commuter resources and an emergency ride home program; and is home to the GoTriangle Regional Information Call Center for the Raleigh–Durham–Chapel Hill area including Apex, Cary, Chapel Hill, Durham, Garner, Hillsborough, Knightdale, RDU International Airport, Raleigh, the Research Triangle Park, Wendell, Wake Forest and Zebulon. |
Kerr Area Transportation Authority | Operates the Kerr Area Rural Transportation System (KARTS). A regional community system servicing human services agencies and the public through subscription, deviated fixed, and dial–a–ride routes. |
Local Maintenance and Construction Providers | This stakeholder group represents all regional (county and municipal) departments that provide roadway and utility maintenance and construction services. |
Local News Media | Includes both print and broadcast news media. |
Local Public Safety Providers | This stakeholder group generically represents all regional (county and municipal) public safety providers not specifically called out in the ITS architecture. Public safety providers provide law enforcement, fire, rescue, and emergency medical services. |
Local Traffic Management Departments | This stakeholder group generically represents all regional (county and municipal) departments not specifically called out in the ITS architecture that provide traffic and engineering management services within its jurisdiction. |
Local Transit Operators | Represents other local transit providers not explicitly called out in the Regional ITS Architecture. This includes transit agencies providing shuttle or express buses into the region, providers of local fixed–route shuttle buses (including campus shuttles), paratransit services, and human services transportation providers of cross county medical trips. |
National Weather Service | General weather forecasts to the public. |
NC Department of Emergency and Public Safety | The North Carolina Department of Emergency and Public Safety (EPS) aims to reduce crime, enhance public safety and assist victims throughout North Carolina. |
NC Department of Health and Human Services | The North Carolina Department of Health and Human Services offers programs and services to the state's most vulnerable citizens, both individuals and families. |
NC Department of Information Technology | North Carolina Department of Information Technology (NC DIT) is the leading provider of IT services to state agencies, local governments, and educational institutions across North Carolina. The Office of the State CIO provides oversight of state agency IT projects and manages IT procurement, cybersecurity, business relationship strategies, and statewide architecture. The SCIO is also represented on Boards and Commissions including the 911 Board, the NC Geographic Information Coordinating Council (GICC), and the Criminal Justice Information Network (CJIN). |
NC Department of Transportation | The North Carolina Department of Transportation (NCDOT) provides high–quality transportation for travelers throughout North Carolina, including highways, rail, aviation, ferries, bicycle and pedestrian facilities, and public transit. |
NC Division of Emergency Management | A division of the North Carolina Department of Crime Control and Public Safety, the Division of Emergency Management is the central point of coordination within the state for response and recovery to disasters. |
NC DOT DMV | The Division of Motor Vehicles (DMV) is a division of the North Carolina Department of Transportation (NCDOT). The DMV provides vehicle licensing, titling, and registration information, and vehicle inspection programs for the citizens of North Carolina. |
NC DOT Rail Division | A division of NCDOT, the division owns and operates passenger trains and rail in the state. |
NC State University | Represents the various departments of the North Carolina State University in Raleigh, NC. Also includes the Institute for Transportation Research and Education, which provides technical assistance, research policy papers and recommendations, and policies and procedures manuals to public transportation systems in North Carolina. |
NC Turnpike Authority | The North Carolina Turnpike Authority (NCTA) is authorized to study, plan, develop and undertake preliminary design work for toll roads in the state. At the conclusion of these activities, the NCTA is authorized to design, establish, purchase, construct, operate, and maintain the toll roads. |
Orange County | Represents the various government departments and agencies of Orange County. |
Other States | Represents departments and agencies in other states. |
Piedmont Authority for Regional Transportation | Provides regional transportation and transit services in the Piedmont Triad. Operates the PART Connections Express that links the Triad region to UNC and Duke University Medical Centers. The PART Connections is a service for anyone needing transportation to UNC Hospital, Duke University Hospital or nearby medical facilities. |
Private Commercial Vehicles and Fleet Operators | Owner/operators of private commercial vehicles and fleets. |
Private Rail Operators | Represents private companies that operate freight rail within the State of North Carolina. |
Private Road Weather Information Service Providers | Private vendor systems that collect and disseminate road weather information from mobile and fixed data sources and weather information services. |
Private Tow Wreckers | Represents private towing companies operating in the region. |
Private Traveler Providers | Local, regional, and national information service providers, such as SmartRoutes or Metro Traffic, that provide both subscription service and general broadcast travel information to the public. Includes internet sites, service bureaus, etc. This now includes transportation data providers like INRIX, HERE, or WAZE as well as Transporation Network Companies (TNCs) like Uber, Lyft, Bird, and Lime. |
Public Travelers | The general public and users of the transportation system. |
Raleigh | Represents the various government departments and agencies of the City of Raleigh. |
Raleigh–Durham Airport Authority | The Airport Authority is a governmental body responsible for the development, operation, and maintenance of the Raleigh–Durham International Airport. |
Regional Event Promoters | These stakeholders support the information exchange/coordination with various special event activities including university sporting events. It also includes groups that promote events such as a Chambers of Commerce, Visitors Bureaus or universities. |
Regional Map Providers | This includes public agencies like the North Carolina Geographic Information Coordinating Council which promotes Geographic Information Systems (GIS) technology for the state and demonstrates the value of reliable geographic information for effective decision making. This may also include private map providers like HERE that provide detailed map and navigational data to localities and vehicle systems. |
Regional Medical Centers | Represents the hospitals, medical centers and trauma centers in the region. |
Research Triangle Park (RTP) | The Research Triangle Park (RTP) is the largest research park in the United States.[1][2][3] It is named for the three hub cities of Raleigh, Durham, and Chapel Hill, or more properly for the three major research universities in those three cities (NC State University, Duke University, and the University of North Carolina at Chapel Hill respectively). The Research Triangle Park is managed by the Research Triangle Foundation of North Carolina. With a vision to help provide a better life for all North Carolinians, the Foundation is focused on orchestrating industry, university and government collaborations to attract research, scientific and technology–based organizations and support the creation of quality jobs and opportunities. Through its commitment to fostering a spirit of community, environmental stewardship, innovation and collaboration, the Foundation invests in programs that cultivate vibrant communities within the Park. |
School Districts | Represents the various independent school districts in the region. |
TDM Stakeholders | Agencies and programs receiving funds and operating Travel Demand Management (TDM) programs in the region. However, the statewide share the ride application AND the carpool/vanpool program is operated by Triangle Transit. For the Triangle region, it is a regional TDM program and everything is referred to Triangle Transit. |
Triangle Regional Smart Card Consortium | A consortium of local transportation agencies that develop, use and maintain a regional smart card for electronic payment in the region. |
UNC | Represents the various department of the University of North Carolina in Chapel Hill. |
Wake County | Represents the various government departments and agencies of Wake County. |
